Consultant Psychiatrist


Applications are invited from suitably qualified applicants to fill the following vacant positions within the Medical Services Branch of the Jamaica Constabulary Force.

The incumbent is responsible developing and providing strategic direction and oversight for a comprehensive mental health services to all members of the Jamaica Constabulary Force, sworn and unsworn, as well as their immediate family members.

Qualifications and Experience

  • A first degree in medicine: MBBS, MD;
  • Completed a four (4) year postgraduate in psychiatry leading to the Doctor of Medicine in Psychiatry or its equivalent;
  • Post-doctoral studies in a psychiatric sub-specialty or related field;
  • At least six (6) years related experience.

 

Responsibilities

  • Designs, implements and monitors all mental health programmes within the JCF and guides the development or modification of its policy document;
  • Provides oversight for policy development and implementation for the mental health of clients at the Jamaica Police Convalescent Centre;
  • Guides or assists in the development and/or modifications of programmes and policies for some of the departments within the JCF Medical Services Branch including Telephone Helpline, Psychology, Medical and Pharmacy;
  • Develops or modifies Stadard Operating Procedures (SOPs) for the metal health services within the Medical Services Branch (MSB);
  • Designs systems and controls to ensure the optimal use of resources and assets used for delivering mental health programmes;
  • Develops and participates in specific internal training programmes;
  • Develops and participates in the production of training manuals for training programmes (Telephone Helpline Counselling, Group Counselling);
  • Produces the terms of reference for some internal committees treating with the mental health of police officers;
  • Identifies and collaborates with agencies providing funding opportunities to help support the provisions of mental health services and programmes;
  • Sensitizes the policing community on mental health issues through workshops and seminars;
  • Develops and consolidates relationships with mental health practitioners on the Ministry of Health islandwide, to include all Child and Adolescent Clinics to ensure seamless operations of mental programmes and activities between MSB and MoH;
  • Apprises and advises the Commissioner of Police and Clinical Director of the MSB on key metal health issues that could affect the workforce;
  • Participates in various committees within the JCF as required;
  • Assists with the preparation of the Vital, Essential and Necessary Drug (VEN) list for psychiatric medication;
  • Assist with the training and annual assessments of junior staff;
  • Designs and executes high quality research using both the internal MSB database and external sources that will help to keep the mental health programmes with the MSB in maintaining an evidence-based approach thus remaining relevant;
  • Assists in the organization of the monthly case conferences;
  • Develops and administers psychotherapeutic treatment protocols to treat with mental, emotional or behavioural disorders;
  • Participates in psychiatric/psychological screening process of recruits;
  • Gathers and updates patients records, including social or medical history obtained from patients, relatives or other professionals.

  • Performs other related functions assigned from time to time by the Clinical Director.

 

Required competencies

  • Knowledge of principles, methods and procedures for diagnosis, treatment and rehabilitation of physical and mental dysfunctions and for career counselling and guidance.
  • Knowledge of human behaviour and performance.
  • Ability to work with traumatized/severely disabled persons
  • Knowledge of legal. and ethical standards for the delivery of medical care.
  • Counselling techniques.

Special Conditions

  • Required to work from multiple worksites weekly, sometimes in volatile locations increasing risk of harm due to crime setting;
  • Extended work hours;
  • Required to respond to emergency and erratic calls

 

Certification or licensing  required

  • Evidence of registration by the Medical Council of Jamaica
  • Annual Practising Certificate

 

Authority

  • Prioritizes the various clinical and administrative related roles
  • Divulges sensitive patient information to the multidisciplinary team and other health services providers within the guidelines established by the Branch and Ministry of Health.
  • Develops appropriate MOU by engaging relevant stakeholders internally and externally.
  • Prepares and manages the annual budget for the mental health services of the MSB off approximately $10 million.
  • Formulates and convenes committees
  • Produces the JCF Mental Health Strategic and operational Plans, policies and protocols.
  • Commits technical mental health to all policing divisions.
  • Allocate medical resources to divisions and formations as deemed necessary
  • Designs and implements systems.
  • Determines psychiatric medications to be procured.
